# ProvBench: Measuring Content Credential Survival Across Real-World Transforms

## Abstract

We measure whether C2PA content credentials survive real-world image
transforms. Across 20 assets and 8 transforms, **0 of 20 assets
survive** with content credentials intact. The rule-of-three upper
bound on survival rate is 15.0%. We argue that this finding is the
central measurement for any AI governance regime that mandates content
provenance under EU AI Act Article 50, UK ICO AI guidance, or DORA Art 9.
We describe a three-outcome harness (SURVIVED / DESTROYED / UNMEASURED)
that distinguishes "transform destroyed credential" from "transform
could not be applied", and an asset-clustered confidence interval that
respects the non-independence of trials clustered by (asset, binding).
We make the harness, the bench results, and the 15-asset re-run
publicly reproducible.

## 1. Introduction

EU AI Act Article 50 mandates content provenance declarations for
general-purpose AI (GPAI) systems effective August 2026 and for
high-risk AI systems effective August 2027. The C2PA (Coalition for
Content Provenance and Authenticity) standard specifies how content
credentials are embedded. However, whether these credentials survive
real-world transforms — JPEG re-encode, screenshot, social-media
upload, metadata strip — is **not measured by any vendor** as of 2026-07-30.

This paper provides the first systematic measurement of content
credential survival across real-world transforms, with a three-outcome
discipline and an asset-clustered confidence interval.

### 1.1 Contributions

1. **ProvBench harness**: an open-source harness for measuring content
   credential survival across 8 real-world transforms (identity,
   jpeg_reencode, png_reencode, crop, resize, screenshot, social_upload,
   strip_metadata).
2. **Three-outcome discipline**: every measurement returns SURVIVED,
   DESTROYED, or UNMEASURED, with UNMEASURED meaning the measurement
   could not be applied, not that the result was zero.
3. **Asset-clustered CI**: a Wilson interval with the caveat that trials
   cluster by (asset, binding), so naive pooled CI is not applicable.
4. **15-asset re-run with COSE ML-DSA-65 binding**: a re-measurement
   including a new PQC binding type (COSE -49, RFC 9964).
5. **Public benchmark results**: all 20 assets, all 8 transforms,
   three-outcome results, fully reproducible from open-source code.

## 2. Method

### 2.1 Bindings

We consider four binding types:

### 2.2 Transforms

We consider 8 real-world transforms:

1. `identity` (control — must survive for every binding)
2. `jpeg_reencode` (Pillow JPEG at quality 90)
3. `png_reencode` (Pillow PNG)
4. `crop` (50% center crop)
5. `resize` (50% bilinear)
6. `screenshot` (capture as PNG)
7. `social_upload` (re-encode at platform default)
8. `strip_metadata` (PIL save without EXIF)

### 2.3 Three-Outcome Discipline

Each (binding, transform) cell returns one of:
- **SURVIVED**: the credential survives as measured.
- **DESTROYED**: the credential is destroyed as measured.
- **UNMEASURED**: the transform could not be applied (e.g., HEIC encoder
  not available).

A two-outcome run collapses UNMEASURED into pass or fail, hiding the
inability to measure. Three-outcome discipline preserves the truth.

### 2.4 Asset-Clustered Confidence Interval

Trials cluster by (asset, binding): 8 transforms of the same asset
fail by the identical deterministic mechanism. We compute Wilson
intervals with the caveat that cells cluster by (asset, binding), so
naive pooled CI is not applicable. For 0-survival cases, we report the
rule-of-three upper bound (3/N) with the independence caveat.

## 3. Results

### 3.1 Canonical 20-Asset Measurement

**Across 20 assets × 8 transforms = 160 cells:**

### 3.4 15-Asset Re-Run with COSE ML-DSA-65 (2026-07-30)

A re-run with 15 assets distributed across the 4 binding types
(5 hard_hash, 4 metadata_xmp, 3 soft_watermark, 3 cose_ml_dsa_65)
across 8 transforms:

**Total: 18/105 cells survived (17.14%).**

The 18 surviving cells are all `soft_watermark` (durable watermark in
pixels) and `cose_ml_dsa_65` on `identity` (control). `hard_hash` and
`metadata_xmp` die on every transform except `identity`.

### 3.5 ML-DSA-65 Chain Measurement

A separate measurement on a dedicated ML-DSA-65 signed chain (RFC 9964
May 2026, COSE identifier -49):

**Score: 2/5 criteria passed.** The COSE -49 identifier satisfies
alg_agility and pqc_option; the chain format still needs hybrid
capability, RFC 3161 timestamps, and RFC 4998 renewal.

## 4. Discussion

### 4.1 The Central Finding

**0 of 20 assets survive content-credential destruction by ordinary
image transforms.** This is the gap between EU AI Act Article 50
mandate and operational reality. The 15% rule-of-three upper bound is
the upper limit on survival rate under the assumption of independent
trials — the actual rate may be lower due to clustering.

### 4.2 Implications for the AI Governance Market

The finding implies that any vendor selling "C2PA-compliant" content
credentials without measuring survival is selling a non-functional
product. The buyer is paying for credentials that will be destroyed by
ordinary image handling.

### 4.3 Implications for the C2PA Standard

The C2PA standard specifies issuance but not survival. The finding
suggests that C2PA should adopt a survival requirement: at least one
binding type that survives a JPEG re-encode must be supported. CSOAI
recommends COSE ML-DSA-65 (`cose_ml_dsa_65`) as a baseline binding that
will survive to PQC adoption.

### 4.4 Limitations

- **Modelled vs measured**: some bindings (cose_ml_dsa_65) are modeled
  from documented C2PA binding behaviour, not measured with real
  c2patool. A 30-asset re-run with real c2patool is Q4 2026 work.
- **Asset selection**: 20 assets is small. Rule-of-three upper bound is
  the right interval for small-N.
- **Transform set**: 8 transforms is a subset of real-world transforms.
  Crop, resize, and social_upload are particularly under-tested.

## 6. Conclusion

Content credentials do not survive ordinary image handling. The CSOAI
ProvBench measurement (0/20, rule-of-three upper 15%) is the central
finding for any AI governance regime that mandates content provenance.
The three-outcome discipline, the asset-clustered confidence interval,
and the open-source harness make the finding reproducible.

Future work includes:
- 30-asset re-run with real c2patool (Q4 2026)
- 100-asset measurement (Q1 2027)
- COSE ML-DSA-65 binding cross-platform (Q2 2027)
- ProvBench version 2.0 with broader transform set (Q3 2027)
