Purpose. AI-governance markets are full of inflated numbers. This page is the inverse discipline: every numerical claim — every "381 pages", every "30 MCPs", every "BFT-33 quorum", every "Article 50 cliff", every tier price, every latency target — is logged below with (a) the exact claim, (b) the evidence tier (A = live + probed, B = static + audited, C = declared-but-unverified), (c) the proof link, and (d) the timestamp the proof was last re-verified. A claim without a proof link cannot appear elsewhere on the estate — that is the rule.

§9 The anti-fabrication doctrine
House Rule 1 (Tier A). Every live number on the public estate must be probed at most 24 hours before the public claim is made. Probing lives in tools/audit and is on a 30-minute cron.
House Rule 2 (Tier B). Static numbers (signed byte counts, OSCAL component counts, charter universe coverage) are re-audited nightly and the result is appended to DEFONEOS_SPRINT_STATE.json.
House Rule 3 (Tier C). Targets, models, and outreach status are declared not published. They appear here with the Tier-C badge so no downstream reader mistakes a target for an outcome.
House Rule 4 (Anti-fabrication). No claim may appear on any page that does not also appear on this register. The deploy-gate enforces this: if grep finds a number not on this register, the build halts.
House Rule 5 (Repair). When a claim is found wrong, the page is reverted within 60 minutes and a SIGIL receipt is emitted with op=R (repair). The repair appears in the changelog below.
