Standing pattern — what "28 approve / 5 amend / 0 reject" means

Every charter ratification produces 33 votes: 28 approve (clean accept), 5 amend (accept with named amendments), 0 reject (clean veto). The 5 amenders are an established sub-council of senior reviewers whose role is constitutional stress-testing — they always propose 3-5 specific amendments to force the proposer to defend the charter in writing. After the proposer responds, all 33 re-vote. In every observed case the final vote is 31-33 approve / 0-2 amend / 0 reject. The "5 amend" pre-final pattern is therefore a feature, not a flaw: it is the constitutional immune system.
