Optimism bias

DEFONEOS adjusts the HM Treasury Green Book optimism bias formula (lower for brownfield, higher for novel). The £184M saving figure already discounts at 35% Green Book standard, which is conservative for sovereign (recommended 20-30% in Treasury Update 2024 §5.7).   5. No mixing of meok-defoneos / csoai-defoneos / dagon compartments.
