Step 3 — Tender Notice + Documents (PA-2023 §18)

Buyer publishes the tender notice (with the competitive flexible procedure) and full tender documents. For AI, the documents MUST include: (a) AI risk classification, (b) data governance plan, (c) assurance pathway, (d) any specific JSP 936 / EU AI Act requirements, (e) evaluation criteria and weights. Step 4 — Supplier Response (typically 30 days)

Suppliers submit their response (technical + commercial). For MOD, this typically includes: (a) a Statement of Need response, (b) a compliance matrix, (c) a commercial proposal, (d) a risk register, (e) team CVs and SC status. Step 5 — Evaluation (typically 6-12 weeks)

Buyer evaluates responses against the published criteria. For AI, evaluation usually includes: (a) a technical oral, (b) a 2-day proof-of-concept, (c) Cyber Essentials Plus check, (d) SC clearance check for key personnel, (e) JSP 936 / AISI informal consultation. Step 6 — Award Notice + Standstill (PA-2023 §31)
