1. Executive Summary

The UK Defence Academy (UKDA), headquartered at Shrivenham (Cranfield University campus) with satellite campuses at the Joint Services Command and Staff College (JSCSC, Watchfield) and the College of Management and Technology (CMT), trains ~5,800 military and civilian students annually across the UK Armed Forces. The Defence Academy also hosts the Conflict, Stability and Security Research Centre (CSSRC), Defence Studies Department, and Defence and Security Accelerator (DASA) outreach. This proposal offers DEFONEOS as an open-source AI-OS research platform and curriculum substrate across 5 research lines and 3 curriculum tracks, jointly governed with the Defence Science and Technology Laboratory (Dstl) and Cranfield University.

Funding pathway: UKRI / EPSRC £1.2M, Dstl £800K (joint call), Cranfield University £600K, NATO STO CPoW €400K = total £3.2M / 3 years.

6. 7 Red Lines (immutable for DEFONEOS research at UKDA)

  1. NO kinetic-targeting research — research is limited to ISR, sensing, fusion, decision-support, NOT strike-package generation or kill-order automation
  2. NO personal-surveillance research — no face-rec, no track-individual, no locate-phone at the individual level
  3. NO human-replacement research — BFT-33 council, HITL/HOTL/HIC enforcement; no autonomous lethal decision
  4. NO foreign-controlled compute — research runs only on UK sovereign compute (Telehouse London / Equinix Manchester / Heriot-Watt Edinburgh) or REL-TO partner compute with written MOU
  5. NO defonos.io reference — known trap domain
  6. NO meok.ai / csoai.org / dagon compartment leakage — defence-AI compartment doctrine enforced
  7. NO export of classification-bound raw data — only SIGIL receipts + aggregation deltas across REL TO FVEY

9. Honesty Register

  1. NO UKDA research contract. DEFONEOS is proposing, not delivering.
  2. NO EPSRC / Dstl / NATO STO application yet — drafts only.
  3. Cranfield University co-investment is a verbal indication, not signed.
  4. Industry partner commitments are TBD; no signed letters.
  5. Tuition revenue assumes 96 UKRM students in Year-1 (MOD training-budget allocation required, not authorised).
  6. JSP 936 v0.1 is self-attested at 73% Annex IV; UKDA / Dstl has not certified.
  7. Cyber Essentials Plus application is Nick-gate pending.
  8. SC clearance is human-gate; team has no cleared personnel.
  9. International (FVEY + NATO) tuition assumes REL TO FVEY / NATO export-control clearance per student; not regulator-pre-approved.
  10. DEFONEOS does not replace JSCSC or RCDS — it augments them.
