(a) Sovereign architectural lock-in: 100% of DEFRA's environmental-domain data runs on AWS Dublin / Azure Netherlands + Snowflake US east-coast nodes. CLOUD Act §105 applies in full. US subpoena access to UK farm-payment data, EA flood-forecasting, NE protected-species records. A 2024 EA-Capita data-breach incident (§-reference: incident-2024-08-15) saw 14M UK citizen records at risk; remediation was £12m + an ICO reprimand. (b) OEP enforcement gap: Environment Act 2021 §26-§32 created the Office for Environmental Protection (OEP) as a post-Brexit CCEA replacement; OEP has issued two non-compliance findings against DEFRA's flagship ELMS scheme and one against EA's NEL data — all attribute root cause to "data fragmentation" between DEFRA/EA/NE and a slow re-papering.
