NATO AGS is the Alliance's primary airborne ISR capability, operated by NATO AGS Force (NAGSF) at Sigonella Air Base, Sicily. Five RQ-4D Phoenix High-Altitude Endurance UAVs (built by Northrop Grumman, derived from Global Hawk) provide wide-area-surveillance over 100,000+ km² per 24h sortie.

The bridge architecture
DEFONEOS adds a UK-sovereign ingest + BFT-33 council verify layer between AGS data flows and UK Crown consumers. No classified AGS sensor ingest is done by DEFONEOS itself — DEFONEOS bridges downstream to the existing JISR pipeline at the OSINT / releasable-bundle layer.

What is KLV
Key-Length-Value (KLV) is the STANAG 4586 / 5527 metadata encoding that wraps every NATO motion-imagery frame with geo + time + sensor-state + classification. DEFONEOS's `ntm-fusion-mcp` parses KLV in real-time and adds the same frame data to the sovereign SIGIL chain.

6. Defence in depth — what we will NOT do
No DIRECT sensor ingest from NAGSF-owned assets — DEFONEOS receives only the UK-releasable bundle layer via existing JISR; we never bypass SHAPE for a sovereign feed.
No autonomous weapons release on a SIGIL verdict — even with BFT-33 23/33 quorum + human-OF-5 approval, the kill-switch is reserved for a human commanding officer.
No compartment-leakage — DEFONEOS UK instance CANNOT see US-only / NOFORN / ORCON compartments; STANAG 4778 binding is enforced at data layer via Ed25519 verification + compartment-label gating.
No ITAR/EAR contamination — DEFONEOS itself is MIT open-source + ITAR/EAR exempt; no US-controlled sensor control logic ever sits inside DEFONEOS processes.
No collection of personal data on EU/UK civilians — Personal-Surveillance pattern is a HARD STOP regardless of policy framework.

Honesty Register (10 lines)
No actual NATO AGS data today. DEFONEOS has zero contracted access to AGS RQ-4D sensor feeds. All RQ-4D specs come from open-source NATO + Northrop Grumman press releases.
KLV/STANAG parsers exist (`ntm-fusion-mcp`) but have not been tested against LIVE NATO AGS data — only against synthetic KLV from open-source NATO test corpus.
NATO AGS Force contact channels are public-facing only at https://www.nato.int/cps/en/natohq/topics_50085.htm — we cannot guarantee direct contact until Nick writes.
CSP + JSP 936 + DPA 2018 conformity is structurally mapped but unverified by Crown — it's a documentary claim, not a deployment claim.
Coalition-ISR Sovereign pricing (£145K-£2.4M) is a commercial offer, not a Crown-approved price point — would require DSP negotiation.
