Why NATO STO and not DASA for Tier-3

NATO STO is not a funder in the DASA sense. STO runs science programmes — collaborative, peer-reviewed, multinational. The output is open publication + NATO STO brand-credit that primes Tier-3 AUKUS Pillar II trilateral work without any procurement dollar needing to move through CSOAI Ltd's books.

★ Strategic insight: The Tier-3 trilateral path (UK + Australia + US, £2.4M / 36mo split 1.2/0.6/0.6) is extremely hard to win through procurement channels. What this pitch IS and IS NOT

  1. This is a research collaboration pitch, NOT procurement. NATO STO funds research, not products. DEFONEOS does not become a contracted supplier via STO — it becomes a peer-reviewed open-source substrate cited in NATO STO TRs.
  2. AUKUS Pillar II procurement is downstream of research. The brand-credit strategy unlocks AUKUS trilateral tendering; it does not bypass UK SC clearance, ITAR evaluation, or DSO Australia bidding. Nick must still own those gates.
  3. STO panel topics change annually. The 6 tracks listed are illustrative; actual panels are topic-driven and may not align 1:1 with these topic codes. DEFONEOS-MCP findagrant_alert tracks the actual call texts as they drop.
  4. DEFONEOS research income from STO is modest. Around €480K over 36 months — comparable to a typical mid-tier UK Dstl contract. Brand-credit is the real prize; research income is the floor.
  5. Dual-use technology export controls apply. Some STO tracks touch dual-use AI export control. DEFONEOS must check MTCR + EAR + UK SI 2008/3231 dual-use list before publishing STO TRs on AUKUS-sensitive substrate components.
  6. STO TRs have a 6-18 month publication lag. Writing happens in 12-18 months; reviewing takes 6-9 months; NATO publication queue +30 days. Earliest first DEFONEOS-cited NATO TR: 24 months from programme launch.
  7. UK SC clearance not required for STO TR-2027 publication. CONFIRMED at OFFICIAL level. UK SC gate activates only at AUKUS procurement phase.
