PURPOSE. This page is the public-facing pitch to NATO Science & Technology Organization (STO) for DEFONEOS to join the Collaborative Programme of Work (CPoW) as a UK-prime contributor. DEFONEOS maps to 7 active STO panels across the IST/CIS/SAS/SET groups and proposes a 4-year research roadmap culminating in 2 new STANAGs (a STANAG for sovereign AI assurance and a STANAG for human-machine teaming at the tactical edge).

1. Why DEFONEOS for NATO STO

NATO STO runs ~350 active research tasks across 7 panels (Groups). STO is the engine that produces STANAGs (Standardization Agreements), the binding interoperability rules for 32 NATO nations + 23 partners. The current pipeline for a STANAG is:

  1. Task initiation โ€” A NATO nation or partner proposes a research task to a panel.
  2. CPoW inclusion โ€” Panel chairs vote the task into the Collaborative Programme of Work.
  3. Team formation โ€” 4-8 nations contribute subject-matter experts (SMEs).
  4. Multi-year research โ€” Typically 3-4 years of technical work, deliverables, meetings.
  5. STANAG drafting โ€” Task team drafts the STANAG text (2-3 ratification cycles).
  6. Nation ratification โ€” Each NATO nation ratifies individually (typically 18-30 months).
  7. Publication โ€” STANAG becomes binding interoperability rule.

DEFONEOS proposes to enter at the panel/team-formation stage for 7 panels in parallel โ€” accelerating the 6-8 year STANAG pipeline to 4-5 years by contributing the open-source reference implementation.

Strategic context. NATO is currently seeking sovereign AI alternatives to Palantir / Anduril / Microsoft / AWS. The June 2025 NATO Industrial Capacity Expansion pledge (โ‚ฌ1B+ committed by 8 nations) explicitly calls for "sovereign-by-design AI" with audit-grade transparency. DEFONEOS is the only open-source submission that meets this bar.
